team that prepared this legislation, which provided for
the deregulation and corporatisation of the New Zealand
Kiwifruit Board
- Dairy Industry Restructuring Bill 1999
(expired): Tony assisted in preparing this legislation,
which provided for the deregulation and corporatisation
of the New Zealand Dairy Board
- Draft Compulsory Levies Bill 1999: Tony
led the team that prepared this legislation, which provided
a new regime by which organisations like the Meat, Wool
and Pork Boards could raise compulsory levies from producers
for public good activities. The key features of this draft

Industry Reform Act 1998: Tony led a small team of other
specialists drafting this Act to implemented the Government's
policies set out in 'A Better Deal for Electricity Consumers'

NZ Government, April 1998: Tony Baldwin was the principal
writer of this document, which sets out the key elements
of the Government's 1998 industry restructuring package,
including the formation of Genesis, Meridian and Mighty
